Traffic Stop on Route 9 Leads to Gun and Marijuana Seizure

A routine traffic stop on Route 9 in New Castle, Delaware, resulted in the arrest of four individuals on January 27, 2026. Officers from the New Castle County Police’s Active Crime Trends Team discovered a loaded handgun and over 489 grams of marijuana during the encounter, which began around 21:30 local time.

Detectives initiated the stop involving a blue Tesla Model Y near the intersection of Memorial Drive and Route 13 due to an alleged traffic violation. The driver was identified as Michael Rivera, 21, of Wilmington, who reportedly did not have a valid driver’s license. As officers interacted with Rivera and his passengers—Anyea Hynson, 23, and Kevin Rivera, 18, both from Wilmington, as well as Tylere Brown-Hall, 19, from New Castle—they observed drug paraphernalia, establishing probable cause for a search.

During the search, detectives claimed to have recovered a 9mm handgun along with a significant quantity of prepackaged marijuana concealed in the vehicle. They also discovered additional drug-related paraphernalia. Further investigation revealed that Brown-Hall is prohibited from possessing a firearm due to prior legal restrictions.

Charges Filed Against All Four Individuals

All four suspects were taken into custody and transported to New Castle County Police Headquarters for processing. Hynson faces serious felony charges, including possession of a firearm during the commission of a felony, possession with intent to deliver, and conspiracy. She was arraigned at Justice of the Peace Court 11 and committed to the Delores J. Baylor Women’s Correctional Institution after failing to post $74,500 cash bail.

Michael Rivera has been charged with multiple felony offenses, including possession of a firearm during the commission of a felony and carrying a concealed deadly weapon. He also faced misdemeanor charges related to drug paraphernalia and driving violations. Following his arraignment, he was committed to the Howard R. Young Correctional Institution after failing to pay $84,602 cash bail.

Brown-Hall was charged with possession of a deadly weapon by a person prohibited and was also arraigned in Justice of the Peace Court 11, leading to his commitment to the Howard R. Young Correctional Institution after failing to post $3,000 cash bail. Kevin Rivera was charged with carrying a concealed deadly weapon and was committed to the same institution after failing to post $10,000 cash bail.
