Trump Administration Accelerates Energy and Infrastructure Initiatives
The Department of the Interior has unveiled a comprehensive series of actions aimed at enhancing domestic energy production, bolstering national security at the southern border, and advancing infrastructure projects in Washington, D.C. These initiatives reflect a determined stance by the Trump administration to address key issues in energy and security.
On December 10, 2025, the Bureau of Ocean Energy Management successfully conducted the Lease Sale Big Beautiful Gulf 1, marking the first mandatory offshore oil and gas lease sale under the One Big Beautiful Bill Act. The sale generated an impressive $300,425,222 in high bids for 181 offshore blocks across approximately 80 million acres in the Gulf of America. A total of 30 companies submitted 219 bids, totaling $371,881,093, indicating robust demand from the industry.
Interior Secretary Doug Burgum emphasized the significance of the sale, stating that it represents a turning point for U.S. energy policy. He highlighted President Trump’s commitment to ending what he described as detrimental policies and foreign dependency. Burgum noted that the lease sale is a pivotal step towards restoring American energy dominance and enhancing energy security, job creation, and affordable energy for consumers.
This initiative aligns with Executive Order 14154, titled Unleashing American Energy, which directs federal agencies to expedite offshore oil and gas development to reduce costs and improve national security. Acting Bureau of Ocean Energy Management Director Matt Giacona remarked that the strong bidding results reflect sustained industry confidence in the long-term prospects of the U.S. outer continental shelf.
The sale was the first in a decade to allow in-person attendance, and it was also livestreamed for public viewing. Approximately 15,000 unleased blocks were offered across the Western, Central, and portions of the Eastern Gulf Planning Areas. A competitive royalty rate of 12.5 percent was applied to both shallow and deepwater leases, the lowest rate since 2007 for deepwater leases. The Gulf of America’s outer continental shelf is estimated to contain 29.59 billion barrels of undiscovered, technically recoverable oil and 54.84 trillion cubic feet of natural gas.
In fiscal year 2024, offshore development is projected to generate $6.5 billion in royalties, alongside $372.5 million in bonuses and $122.8 million in rental payments. Officials highlighted that these offshore energy revenues are vital financial resources for the U.S. Treasury, Gulf Coast states, and conservation funds.
In a separate announcement on the same day, the Department of the Interior stated it will temporarily transfer jurisdiction of approximately 760 acres of public land in San Diego and Imperial Counties, California, to the Department of the Navy for three years. This land will be utilized to establish a National Defense Area in support of ongoing border security operations. Burgum asserted that this action aligns with President Trump’s objectives regarding border security and national sovereignty.
The designated withdrawal area extends from the western boundary of the Otay Mountain Wilderness Area to one mile west of the California-Arizona state line, a region identified as one of the most trafficked for unlawful border crossings. Interior officials noted that the sustained activity in this corridor has presented national security challenges and contributed to environmental degradation. Originally reserved in 1907 by President Theodore Roosevelt for border protection, this land will now support Navy operations designed to enhance security while mitigating ecological impacts.
On December 11, the Department of the Interior also announced the early completion of the Tidal Basin seawall reconstruction, a project valued at $112 million. This initiative aims to safeguard some of Washington’s most iconic memorials and landscapes, including the Jefferson Memorial and the Martin Luther King Jr. Memorial. Funded through the Legacy Restoration Fund established by the Great American Outdoors Act, signed into law in 2020, the reconstruction was completed eight months ahead of schedule and approximately $30 million under budget.
This phase of the project strengthens the shoreline around the Tidal Basin, fulfilling objectives outlined in the executive order on making the District of Columbia safe and beautiful. The reconstruction addressed years of subsidence, frequent tidal flooding, and deteriorating infrastructure along the south side of the Tidal Basin, where parts of the original seawall, built over a century ago, had sunk by more than five feet. The new design features deeper foundations, wider walkways, and enhancements to withstand severe storms and rising sea levels.
While construction is complete, significant landscape restoration efforts will continue into spring 2026, including the planting of 426 trees, among them 269 cherry trees, to replace those removed during construction. To facilitate this restoration, the Tidal Basin and West Potomac Park work areas will be closed through the 2026 National Cherry Blossom Festival, with plans for reopening shortly thereafter.
Collectively, these announcements underscore the Interior Department’s agenda focused on energy expansion, national security enhancement, and infrastructure investment. The administration continues to advocate for policies aimed at strengthening the economy, preserving national assets, and asserting U.S. sovereignty both domestically and internationally.
