Swedish Court Detains Russian Captain Over False Flag Allegations

A Swedish court has ordered the detention of the Russian captain of the tanker *Sea Owl 1*, which was boarded by authorities last week on suspicion of sailing under a false flag in the Baltic Sea. The unnamed captain was arrested on March 15, 2024, following the boarding of the vessel by the Swedish Coast Guard near Trelleborg, located on Sweden’s southern coast.

Prosecutors allege that the captain used false documentation while operating the ship, prompting the Ystad District Court to grant a request for his custody. According to Swedish news agency TT, the captain’s detention aligns with ongoing investigations into maritime practices affecting regional safety and security.

The *Sea Owl 1* was reportedly sailing under the flag of the Comoros, an island nation off East Africa. However, the Swedish Coast Guard has raised concerns that the vessel may not be officially registered there, creating uncertainty regarding the safety standards it adheres to. Furthermore, the tanker is listed on the European Union’s sanctions list and was en route from Brazil to Russia, having previously transported oil between the two nations. Notably, it did not appear to be carrying any cargo at the time of the boarding.

This incident marks the second vessel under investigation by the Swedish Coast Guard within a week for similar allegations. The cargo ship *Caffa*, which has a predominantly Russian crew, is accused of transporting stolen grain while also being on Ukraine’s sanctions list. Its captain has been detained on similar charges of using false documentation.

In a broader context, Sweden has intensified its scrutiny of foreign ships, particularly those connected to Russia’s so-called “shadow fleet.” This fleet comprises aging vessels that are used to transport oil and gas, as well as to carry stolen Ukrainian grain. Last year, Swedish authorities announced measures to enhance insurance checks on these foreign vessels, aiming to tighten control over shipping activities in its territorial waters.

The ongoing investigations reflect growing concerns regarding maritime security and compliance with international regulations, especially in the wake of geopolitical tensions involving Russia and Ukraine.
