Navy’s 2027 Shipbuilding Budget Could Exceed 2026 Plans by 100%
Secretary of the Navy John Phelan announced on April 28, 2025, that the shipbuilding budget for Fiscal Year 2027 may more than double the total number of ships planned for Fiscal Year 2026. Speaking at the WEST 2026 conference in San Diego, Phelan indicated a significant shift towards acquiring auxiliary ships as part of a broader strategy to strengthen the U.S. maritime industrial base.
The Fiscal Year 2026 budget, which included a combination of standard funding and resources from the Reconciliation Act, allocated approximately $47.3 billion for a total of 19 hulls. Phelan hinted that the upcoming budget could feature an even greater number of vessels. “You should expect at least more than double — I would hope — in the new budget,” he remarked, emphasizing the necessity of upgrading support ships that are easier to construct than complex combat vessels.
Major Focus on Support and Auxiliary Ships
Phelan explained that the emphasis on auxiliary and support ships aligns with the administration’s desire to revitalize the maritime industrial base. He noted that these ships can be produced more readily compared to advanced combat vessels with intricate systems. “We are in grave need of upgrading,” he stated, asserting that this focus would be essential for maintaining U.S. naval capabilities.
This announcement builds on previous Navy initiatives, including the introduction of two new warship classes as part of the Golden Fleet strategy aimed at addressing long-standing challenges within the maritime sector. Phelan described this initiative as a generational investment by American taxpayers to ensure a decisive maritime advantage, delivered at sustainable costs and within critical timelines.
The new classes include the FF(X), a patrol frigate modeled after the Coast Guard’s National Security Cutter, and the Trump-class battleship, both of which will work in conjunction with planned unmanned systems. This multifaceted approach intends to modernize U.S. naval forces effectively.
Investing in Unmanned Systems and New Technologies
The budget plan also highlights a commitment to investing in unmanned systems, with $4.9 billion allocated for their development. The Navy is evaluating various candidates for medium unmanned surface vessels, with potential offerings from companies such as Blue Water Autonomy and HII. While a final selection has yet to be announced, the Navy’s interest in multiple classes of unmanned vessels reflects a significant evolution in naval strategy.
Phelan emphasized that the newly established Portfolio Acquisition Executive Robotic Autonomous System (PAE RAS) will oversee these efforts. He explained that the adaptability and speed of autonomous vessels could open opportunities for a broader range of companies to engage in naval shipbuilding. “That is the hidden strength of the high-low mix,” he remarked, advocating for a diverse fleet that includes both advanced and auxiliary ships.
Despite the focus on unmanned systems, Phelan reaffirmed the importance of traditional manned warships. He countered criticisms that new battleships and carriers may become easy targets, reiterating that moving vessels present a more challenging target than stationary installations. “Carriers still remain as critical components of naval and American military power,” he concluded, underscoring the Navy’s commitment to maintaining a robust and versatile fleet.
As the Pentagon prepares to unveil its Fiscal Year 2027 shipbuilding budget, Phelan’s statements suggest a transformative period ahead for the U.S. Navy, potentially reshaping its operational capabilities and reinforcing its position on the global stage.
