Maduro and Wife Captured, Face Narco-Terrorism Charges in NY
On March 9, 2024, Venezuelan President Nicolas Maduro and his wife Cilia Flores arrived at the Stewart Air National Guard Base, just north of New York City. Their arrival followed a dramatic U.S. military operation in Caracas that led to their capture from their residence. They were initially taken aboard the USS Iwo Jima before being flown to the United States to face serious criminal charges.
According to two sources familiar with the situation, Maduro and Flores are expected to be housed at the Metropolitan Detention Center, a federal facility located in Brooklyn. The couple faces accusations outlined in a superseding indictment from the Southern District of New York, which alleges conspiracy to commit narco-terrorism and to import cocaine. The indictment, unsealed by U.S. Attorney General Pam Bondi, highlights Maduro’s leadership over a network that has trafficked significant quantities of cocaine into the United States.
Details of the Charges Against Maduro and Flores
The charges against Maduro echo those from a previous indictment filed in 2020. The latest indictment states, “For over 25 years, leaders of Venezuela have abused their positions of public trust and corrupted once-legitimate institutions to import tons of cocaine into the United States.” It specifically accuses Maduro of being at the helm of this corruption, allegedly using his authority to facilitate the transportation of thousands of tons of cocaine.
Additionally, the U.S. government claims that Cilia Flores played a crucial role in her husband’s alleged criminal activities. The indictment asserts that Flores brokered a meeting between a significant drug trafficker and Nestor Reverol Torres, the director of Venezuela’s National Anti-Drug Office. Furthermore, she is accused of accepting hundreds of thousands of dollars in bribes in 2007 to facilitate drug shipments, with the trafficker reportedly arranging a bribe of $100,000 per flight for Reverol Torres.
Reverol Torres himself was indicted by U.S. prosecutors in New York in 2015, highlighting the extensive network surrounding this case. The 2020 indictment suggested that Maduro and senior Venezuelan officials collaborated with the Colombian guerrilla group Fuerzas Armadas Revolucionarias de Colombia (FARC) to transport cocaine and weapons into the United States.

Maduro has consistently denied the allegations against him. Following the operation that led to his capture, former U.S. President Donald Trump expressed intentions for the United States to temporarily govern Venezuela and utilize its vast oil reserves to benefit other nations.
