Woman Convicted of Stealing $11M Meant for St. Louis Children
BREAKING: A former nonprofit leader in St. Louis has been convicted of stealing $11 million intended for a program that feeds low-income children. Connie Bobo, 46, of St. Charles, was found guilty by a federal jury on Thursday of multiple charges, including wire fraud and aggravated identity theft.
The jury’s decision follows a two-year investigation into Bobo’s actions while serving as the executive director of the New Heights Community Resource Center. This nonprofit was responsible for providing meals to vulnerable children in the St. Louis area after school and during summer months. Bobo falsely claimed to have served over 3 million meals between February 2019 and March 2022, according to federal court documents.
Authorities allege that the Missouri Department of Health and Senior Services (DHSS) unwittingly paid Bobo approximately $11 million for meals that were never actually purchased or supplied. In a shocking twist, the indictment reveals that Bobo misappropriated around $4.3 million for personal expenses, including a $1 million home and a $2.2 million commercial real estate investment.
Bobo’s fraudulent activities extended to submitting false documentation to DHSS, including management plans and forged invoices from food vendors. These actions raised serious concerns about fiscal responsibility standards expected from nonprofits receiving state funding.
Bobo is scheduled for sentencing on January 29, 2026, where she faces severe penalties—up to 20 years in prison and fines of $250,000 for each wire fraud and obstruction charge, in addition to two years for aggravated identity theft.
This case highlights the urgent need for accountability within nonprofit organizations, especially those serving vulnerable populations. Community leaders and advocates are calling for stricter oversight to prevent such abuses in the future.
