Voters in Iowa Choose New State Senator in Special Election
Voters in Iowa’s Democratic-leaning District 16 are heading to the polls on December 5, 2023, to select a new state senator. This special election follows the death of three-term Democratic Senator Claire Celsi on October 6. The outcome could enable Iowa Republicans to reclaim a supermajority in the state Senate, reinforcing their influence over state governance.
The main candidates vying for the position are Democrat Renee Hardman, a member of the West Des Moines City Council, and Republican Lucas Loftin, who works for an environmental and outdoor services company. Hardman currently serves as mayor pro tempore of West Des Moines.
Political Stakes and Voter Dynamics
Republicans currently hold a significant majority in the Iowa state Senate, with a count of 33-16. They are one seat short of the 34 needed for a supermajority, which is crucial for overriding gubernatorial vetoes, calling special sessions, and confirming certain appointees. In an August special election, Iowa Democrats ended the GOP’s control of the chamber, creating a more competitive political landscape.
The Iowa 16th Senate District encompasses parts of West Des Moines, Windsor Heights, and Clive in Polk County, along with a precinct in eastern Dallas County. In the previous election cycle, Celsi secured 69% of the vote during her re-election bid in 2024. In the presidential race, Democrat Kamala Harris received approximately 58% of the District 16 vote, while Republican Donald Trump garnered around 41%, managing to win only one of the district’s 23 precincts.
Election Day Details
The special election for Iowa’s state Senate District 16 will occur on Tuesday, December 5, with polls closing at 20:00 local time, equivalent to 21:00 Eastern Time. This election is the sole contest on the ballot, simplifying the decision for voters.
Eligible participants include all registered voters in District 16. As of December 1, 2023, the district had nearly 45,000 registered voters, with about 37% identifying as Democrats, 30% as Republicans, and approximately 32% as unaffiliated with any party. Voter turnout for the last general election in District 16 was notably high, reaching around 67% of registered voters, driven largely by the presidential election.
In the previous election, about 62% of voters cast their ballots in person on Election Day, while 38% opted for absentee voting. The counting of votes is expected to begin promptly after polls close. In the 2024 general election, initial results were reported by the Associated Press at 21:22 ET, just 22 minutes after polls closed, concluding with approximately 99% of votes counted by 23:00 ET.
The Associated Press does not make projections about election outcomes but will declare a winner when it determines that no feasible scenario exists for trailing candidates to catch up. If the margin of victory is less than 1% of the total vote or fewer than 50 votes, candidates may request a recount at their own expense.
As the election day approaches, the focus remains on voter engagement and turnout, which will play a crucial role in determining the political balance of Iowa’s state government.
