Tensions Rise as Immigrant Groups Criticize Whistle Tactics in Protests

The Washington Immigrant Solidarity Network (WAISN), a Seattle-based organization, publicly denounced the whistle tactic, stating, “We show up with care and accountability, not noise or panic.”
The message from WAISN was clear: activists should prioritize the well-being of vulnerable immigrant communities rather than seeking visibility or confrontation. In an Instagram post, they emphasized that effective activism requires discipline and harm reduction rather than loud displays.
The controversy intensified when Snohomish County Indivisible, a chapter of the national nonprofit Indivisible, announced it would pause the distribution of whistle kits in response to feedback from immigrant-led organizations. This chapter has received significant funding, including $7.26 million from George Soros’s Open Society Foundations between 2018 and 2023, highlighting its influence within the movement.
Ideological Divisions and Community Impact
Some participants in the whistle-blowing movement dismissed the concerns raised by immigrant activists as condescending. A member of a Seattle group reportedly stated, “We believe in whistles, people want whistles. Nothing changes no matter what WAISN says.” This sentiment illustrates a growing divide, as many activists continue to support whistle-blowing as a critical tactic against ICE operations.
Despite the pushback, the Indivisible chapter’s statement acknowledged the complexities surrounding the use of whistles. They warned that such actions could inadvertently position activists as rescuers, thereby centering their own experiences rather than those of the communities they aim to support. “It is essential that we avoid falling into a ‘White Savior’ dynamic,” they stated.
WAISN has also articulated the potential dangers associated with whistle use, arguing that it has “increased fear, drawn unwanted attention, and interfered with rapid response efforts.” The group’s commitment to listening to the experiences of community members reflects a broader ethos aimed at fostering trust and support rather than creating division.
Critics of the whistle-blowing tactic further argue that it can escalate tensions with ICE agents, complicate documentation efforts, and create confusion among community members. They have pointed out that such tactics can disproportionately affect “Black and Brown communities,” who often face the brunt of chronic noise pollution and its associated health impacts.
Notably, the Montgomery County Immigrant Rights Collective recently published a statement against the use of whistles. They cautioned that whistles could symbolize a desire for authority rather than genuine support. Their message emphasized that rapid response is about showing up with humility and respect for the affected communities, not about assuming control.
The ideological divide reflects broader trends within activist spaces, where tactics and strategies are continuously debated. As some groups advocate for more confrontational methods borrowed from European labor movements, others call for a more nuanced approach focused on community empowerment and solidarity.
Despite the backlash, groups like WA Whistles remain steadfast in their position, insisting that whistles serve as a vital tool for alerting communities to ICE activity. They maintain that the use of whistles is a form of resistance and a call to action, even as they acknowledge the concerns raised by immigrant organizations.
As discussions continue, the movement grapples with fundamental questions about allyship, tactics, and the best ways to support those most affected by immigration enforcement policies. The outcome of this internal rift may shape the future of the anti-ICE movement and its strategies in the months to come.
