FDA Sets 2026 Priorities to Enhance Food Safety Regulations
The U.S. Food and Drug Administration (FDA) has unveiled its priorities for the Human Foods Program (HFP) for 2026, detailing an ambitious plan aimed at improving food safety and consumer protection. Released on January 23, 2024, the outlined initiatives target food chemical safety, nutrition policy, and microbiological food safety, marking a significant step in the FDA’s ongoing efforts to modernize food oversight.
The FDA’s initiatives align with the broader “Making America Healthy Again (MAHA)” agenda, which seeks to enhance public health through comprehensive regulatory reforms. A key focus of the HFP is a proposed regulation concerning substances designated as ‘Generally Recognized as Safe’ (GRAS). This proposed rule would mandate that companies submit notices for all new substances claimed to be GRAS, shifting from the current system of voluntary notifications.
Enhancing Food Safety and Oversight
In 2026, the FDA plans to bolster its HFP’s Office of Post Market Assessment, expanding its review staff and leadership. The Agency aims to advance its Post-market Safety Review of food substances, prioritizing chemicals that are of particular concern to consumers, such as phthalates, propylparaben, butylated hydroxyanisole (BHA), and butylated hydroxytoluene (BHT).
The FDA also intends to intensify research on microplastics and ultra-processed foods. Plans are underway to evaluate the potential risks associated with microplastics in food and to take regulatory action as necessary. Additionally, the Agency is set to establish a formal federal definition for ultra-processed foods to improve consumer understanding.
Further priorities outlined in the HFP include enhanced oversight of infant formula, stricter regulations for dietary supplements, and ongoing modernization of food labeling and consumer information initiatives. The FDA aims to increase oversight of food facilities, including those dealing with imported foods such as seafood, emphasizing the importance of food traceability and recall processes.

While the list of priorities serves as a broad planning tool, it does not constitute a definitive roadmap. The timing, scope, and completion of specific initiatives may evolve based on available resources and emerging public health needs. The FDA’s commitment to enhancing food safety reflects its ongoing dedication to protecting public health and ensuring that consumers have access to safe and nutritious food.
As these initiatives move forward, they will likely have a significant impact on food manufacturers and consumers alike, shaping the future landscape of food safety regulations in the United States.
