Government Shutdown Hits Small Grocers and SNAP Recipients in Dallas

The ongoing government shutdown has severely disrupted Supplemental Nutrition Assistance Program (SNAP) benefits, significantly impacting small grocery stores and families dependent on food assistance in Dallas County, Texas. As a result, local markets are experiencing steep declines in sales, with one grocery store reporting a staggering 40 percent drop.

The crisis has led to immediate challenges for families who rely on federal funding for food security. For small grocery stores, the repercussions extend beyond mere sales figures. Joshua Southers, director of Food Basket in east Oak Cliff, highlighted how the suspension of SNAP benefits is creating a ripple effect in the community. “Sales have dropped quite a bit,” Southers noted, emphasizing that the initial spike in cash transactions has quickly dwindled as food stamp usage fell. “We’ve lost about 40 percent of our sales here.”

Dallas County has a significant number of households relying on food assistance, with about 63 percent of residents in the affected areas receiving support. The store, located in the 75241 and 75216 zip codes, is in one of the top regions for SNAP recipients in the county. As families struggle to afford essentials without their benefits, grocery stores are forced to adapt.

Southers mentioned that staffing adjustments are necessary in light of declining customer traffic. “I can’t afford to pay people just to stand here when you have just a few people shopping. It’s affecting my employees, it’s affecting the business and it’s affecting a lot of stuff.” The financial strain has prompted Southers to hire security personnel for the first time since opening the store, citing threats of looting and increased shoplifting. “People get desperate if you can’t feed your family,” he said.

With many customers unable to purchase food, the situation is dire. Southers aims to keep his store operational, serving as a vital resource in a food desert. He expressed determination to navigate this challenging period. “But we’re going to survive. We’ll cut back what we can to make it through this hard time,” he stated.
