Billionaire Transforms Luxury Complex into Affordable Housing

In a significant move to address housing affordability, billionaire investor Mark Stevens has purchased a luxury apartment complex in Steamboat Springs, Colorado, and is now offering units to local workers at prices well below market rates. This initiative comes as many resort towns grapple with the escalating costs of living, making affordable housing increasingly scarce.

Located along the Yampa River, the Riverview Apartments were originally designed as high-end rentals. After Stevens acquired the property in September 2025 for $95.3 million, the focus shifted towards providing affordable living solutions for the community. The change has already had a significant impact, with over 100 local workers now residing in the two buildings that comprise the complex.

Local construction worker Landin Hutchison was among the first to apply for a unit. He and his partner, Piper Rillos, moved into a two-bedroom apartment for just over $2,100 a month, a substantial saving compared to their previous housing expenses. “We are pretty much saving a grand a month and living in town now,” Hutchison expressed, highlighting the positive shift in their living situation.

The rental prices at Riverview are notably lower than those typically found in Steamboat Springs. Studios are available for around $925 per month, two-bedroom apartments are listed at approximately $1,600, and three-bedroom units are around $2,125. What sets this program apart is its straightforward eligibility criteria: renters must work at least 30 hours a week in the community, but there are no income limits or public housing subsidies involved.

School counselor and volleyball coach Anna Allsberry also benefitted from this initiative, stating that staying in her hometown would have been impossible without the affordable options provided by Riverview. Previously, she and her partner were paying over $3,100 a month for a smaller apartment. “The prices seemed too good to be true,” Allsberry said. “We were just so excited, relieved, and grateful. It didn’t feel real.”

For many residents, Riverview represents more than just affordable housing; it symbolizes the opportunity to remain connected to the community they serve. As rising costs continue to push workers out of the towns they cherish, this unexpected initiative is providing Steamboat Springs locals with the rare chance to live where they work.

The response from the community has been overwhelmingly positive, with many expressing gratitude for the change in direction for the apartment complex. Stevens’ decision to prioritize local workers highlights a growing trend among investors to consider the social impact of their investments, especially in areas where affordable housing is in short supply.
