Urgent Rise in Homelessness Referrals in East Lindsey, Over 400 in a Year

UPDATE: A shocking surge in homelessness referrals has been confirmed in East Lindsey, with 468 referrals for rough sleepers reported between April 2024 and March 2025. This marks a significant increase from 440 referrals for 362 individuals in the previous year.

During a council meeting on October 14, members of the East Lindsey District Council were alarmed by these figures, indicating a growing crisis in the region.

Carol Rippin, team leader for the rough sleeping intervention team at the South and East Lincolnshire Councils Partnership, highlighted the challenges faced in addressing this issue, including the mobility of rough sleepers and the difficulties in gathering accurate information. “We have an increasing number of referrals, and we also have challenges including the mobility of rough sleepers, vague information, safety risks, and non-engagement,” she stated.

The rising cost of living has severely impacted young people, making housing increasingly unaffordable. Rippin noted, “The cost of living and universal credit limitations make housing unaffordable, especially for under-25-year-olds.” She pointed out that selective landlords prefer tenants with stable jobs over those on benefits, exacerbating the problem for those in need.

The district council reported that between March 2024 and April 2025, 113 individuals successfully transitioned into accommodation, primarily in privately rented or social housing. However, the challenges remain daunting. “Many individuals sleeping rough have expressed that they do not want help,” Rippin added, explaining the complexities in providing support.

The council’s rough sleeping team is actively working to reduce homelessness, focusing on prevention wherever possible. Rippin emphasized the importance of building trust with those affected, stating, “We focus on addiction, mental health, and re-offending. We have to trust-build their confidence and their ability to engage with us.”
