Ukraine Reaches Tentative Agreement on Peace Plan with U.S.
Ukraine has tentatively agreed to the terms of a potential peace deal proposed by the Trump administration, according to a U.S. official speaking with ABC News on Tuesday. This development follows discussions in Geneva, where a Ukrainian delegation reportedly reached an understanding in principle with U.S. representatives. If formalized, this agreement could signal an end to the nearly four-year conflict, which has been the most devastating in Europe since the Second World War.
The breakthrough emerged after secret meetings on Monday in Abu Dhabi involving U.S. Army Secretary Dan Driscoll and Russian officials. A U.S. official confirmed to ABC News that Ukraine had consented to the deal, noting that only “minor details” remain unresolved. “There are some minor details to be sorted out but they have agreed to a peace deal,” the official stated.
Ongoing discussions are being facilitated by a U.S. team that includes Secretary of State Marco Rubio and Special Envoy Steve Witkoff. Lt. Col. Jeffrey Tolbert, a spokesperson for the U.S. Army, described the negotiations as progressing positively during the meetings held on Monday and Tuesday.
Negotiation Details and Changes to the Peace Plan
Despite the optimism surrounding the negotiations, there has been no public confirmation from either Ukraine or Russia regarding the dispatch of negotiators to Abu Dhabi. The presence of U.S. officials at these talks has been confirmed, indicating a significant level of diplomatic engagement.
According to ABC News, the initial 28-point peace plan was revised down to 19 points. Key changes included the removal of language concerning wartime amnesty and restrictions on the size of Ukraine’s military, which Russia had sought to cap at 600,000 troops. The modifications reflect the complexities and sensitivities involved in reaching a comprehensive agreement.
CNN has reported that there is a possibility Russia could withdraw from negotiations if the terms diverge significantly from what President Vladimir Putin discussed during a meeting with former President Donald Trump in Alaska in August 2023. This potential setback highlights the precarious nature of the negotiations and the stakes involved for both sides.
The peace discussions represent a critical juncture for Ukraine, which has faced significant challenges throughout the conflict.
