Paraguay and U.S. Sign Agreement for Military Cooperation

On March 11, 2024, the United States and Paraguay formalized a significant military cooperation agreement, known as the Status of Forces Agreement (SOFA). This historic pact allows for the presence and activities of U.S. military personnel and civilian employees in Paraguay, aimed at enhancing security and stability in the region. The agreement was signed by U.S. Secretary of State Marco Rubio and Paraguayan Foreign Minister Rubén Ramírez Lezcano during the latter’s official visit to Washington.

Strengthening Bilateral Relations

The SOFA establishes a framework for U.S. military activities in Paraguay, which include bilateral and multinational training, humanitarian assistance, disaster response, and collaborative efforts against transnational crime and drug trafficking. Secretary Rubio emphasized that the agreement “opens new doors for our collective efforts to advance security and stability in our hemisphere.”

In a statement, the U.S. State Department highlighted the importance of this agreement in reinforcing the long-standing partnership between the two nations. “Both officials expressed confidence that the agreement will strengthen both countries’ sovereignty and enhance cooperation for greater stability and prosperity in the region,” the statement read.

During the signing ceremony, Rubio characterized Paraguay as one of America’s strongest allies globally and within the region. He noted the United States’ interest in broadening collaboration beyond security matters, stating, “This agreement is about security, but we also want to extend and expand our cooperation on the economic front.” He recognized the potential for economic growth in Paraguay, mentioning the mutual benefits of closer ties between U.S. economic interests and Paraguay’s development.

Addressing Regional Challenges

Rubio underscored the urgent need to address the threats posed by transnational terrorist organizations, which he described as the most serious issue facing the hemisphere. He stated, “We need strong partners to confront them. We can do it in a way that also respects the sovereignty of our partner nations.” The SOFA allows the U.S. to formalize its existing partnership with Paraguay, facilitating training, intelligence sharing, and the expedited transfer of security equipment.

Foreign Minister Ramírez Lezcano expressed Paraguay’s commitment to combating terrorism and transnational crime, reinforcing the nation’s dedication to human rights and the rule of law. “Fighting against terrorism is allowing our people to have a better life and freedom,” he stated, highlighting the broader implications of the agreement.

The Paraguayan Foreign Ministry noted that during the discussions, Rubio and Ramírez Lezcano addressed various security issues, including the delivery of radar systems to enhance national airspace coverage. The meeting also included Paraguayan Defense Minister Oscar González and U.S. Deputy Assistant Secretary of War Joseph Humire, where they identified regional challenges and reinforced their commitment to mutual security efforts.

This agreement marks a pivotal step in U.S.-Paraguayan relations, aiming not only to bolster security cooperation but also to foster economic growth and stability in Paraguay and the broader region.
