Illinois Unveils $31.5M Initiative to Revitalize Industrial Sites

Illinois Governor JB Pritzker has announced a significant investment aimed at revitalizing underutilized industrial sites across the state. The initiative, which involves a funding boost of $31.5 million, is part of the Regional Site Readiness Program. This program seeks to prepare dormant factories and contaminated lands for future industrial development, thereby fostering business growth and community renewal.

Governor Pritzker emphasized the importance of this initiative, stating, “For too long, Illinois communities were left with moribund sites and missed opportunities because state government wasn’t acting as a true partner — that era is over.” The funding is designed to lay the groundwork for economic vitality and leverage the state’s skilled workforce. Local governments and private landowners are encouraged to apply for funding that could significantly enhance Illinois’ economic landscape.

Strategic Investment in Economic Growth

This new funding is part of a broader $500 million site readiness initiative, marking an unprecedented investment by the state. Of this amount, $200 million is allocated for the Site Ready Illinois program, which includes the Regional Site Readiness Program. Additionally, $300 million is designated for the Surplus to Success program, aimed at transforming surplus state-owned properties into viable development sites.

Lt. Governor Juliana Stratton highlighted the initiative’s community impact, stating, “We’re continuing to strategically invest in our people at the local level.” The program aims to support municipalities, economic development organizations, and landowners by providing assistance for energy infrastructure and site preparation.

The second phase of the program focuses on overcoming financial barriers that hinder necessary due diligence and infrastructure improvements. Planning grants of up to $150,000 will be available, while capital-ready projects could receive as much as $5 million in funding.

Application Process and Community Support

Applications for the Regional Site Readiness Program will be accepted until March 31, 2026, at 17:00 or until funds are depleted. Interested parties can attend a technical assistance session hosted by the Illinois Department of Commerce and Economic Opportunity (DCEO) on November 3 to receive support with their applications and GATA pre-qualification.

Senator Doris Turner underscored the importance of preparing locations throughout Illinois for business, asserting that this readiness is essential for maintaining the state’s competitiveness in the economy. Abby Powell, Director of Business Development for the Springfield Sangamon Growth Alliance, expressed optimism about the initiative, anticipating it will lay the foundation for new projects, job creation, and economic expansion across Illinois.

The Regional Site Readiness Program represents a proactive approach by the Illinois government to revitalize its industrial landscape and stimulate economic growth, ultimately benefiting communities and businesses alike.
